Anyone OVERQUALIFIED for jobs that are available?

I lost my management level job (Director of Operations for a large company) during a huge layoff. Within a few months I determined that employers in this economy were not looking for people like me, instead 99% of jobs are either part time or low level. Just to put money in the bank I decided it was better to work at a low paying job than nothing at all but I am constantly told I am over qualified. So there are no jobs for me. Can you relate? Advice?
